Philippines seeks 25GW additional capacity in new RE auction roadmap
The program supports 35% renewable energy share by 2030, 50% by 2040.
The Department of Energy (DOE) announced a 10-year Green Energy Auction Programme to add 25 GW of renewable energy capacity by 2035, according to a press release.
The auction schedule supports national targets of a 35% renewable energy share in the power generation mix by 2030 and 50% by 2040.
The annual Green Energy Auction (GEA) will start in 2026, with project deliveries scheduled to begin in 2027.
It includes four auction rounds: GEA‑6, auctioning onshore wind and floating solar; GEA‑7, focusing on rooftop solar and solar-plus-battery energy storage systems; GEA‑8, covering solar on stilts, solar for agriculture, and canal-top solar; and GEA‑9, including biomass, geothermal, solar, hydropower, and onshore wind.
For the 202 to 2028 delivery window, DOE targets 3,200 megawatts (MW) of solar across Luzon, Visayas, and Mindanao, plus 85 MW of rooftop solar in Visayas and Mindanao.
An additional 5,565 MW of capacity from various technologies is scheduled for delivery between 2028 and 2035.
The press release noted that these capacities will be part of the auction rounds held in 2026 and 2027.
Auctions for the remaining capacity within the 25-GW target depend on project readiness, renewable energy contracts, power demand, and grid conditions.
“By preparing a clear, auction-backed pipeline, we are giving developers and financial institutions the market visibility they need to plan, mobilise capital, and deliver projects on schedule,” said Sharon Garin, DOE Secretary.
The agency also released a guide titled Renewable Energy Offtake in the Philippines, detailing pathways for the sale of capacity, sale of certificates, and incentives.
